Spring Mills man charged with animal neglect and cruelty

Spring Mills, Centre County, Pa- A man is facing over a dozen charges related to animal neglect and cruelty after three cows were reported dead on his farm.

When a police officer arrived at Joseph Fahy’s farm in Spring Mills, she reported seeing two dead cows in the pasture, with no hay stocked for the remaining cows.

When the officer tried to walk into the pasture, she said she sank past her knees in mud. Fahy reported to the officer that a third cow died sinking into that mud.

The officer also reported seeing numerous “skeletons” of what appeared to be goats and two pigs. She said the shelters at the farm were unlivable.

Fahy told the officer he didn’t realize the conditions were so poor.

He is charged with 12 misdemeanor counts of animal neglect and three counts of cruelty to animals

His priliminary hearing is scheduled for April, 3, 2019.
