Altoona man arrested for rape of young girl

ALTOONA, BLAIR COUNTY, Pa. (WTAJ) — Police have arrested Charles Fagan, 38, of Altoona. He is accused of various crimes including rape of a minor.

Police say on April 17, 2019, the girl and her mother went to the Altoona police department to report a sexual assault. The girl stated she was sexually assaulted by Fagan since she was 8 years old. Fagan was dating the mother for a period of time while this was ongoing. 

The charging documents say Fagan would take great interest in the girl and often cuddle with her on the couch. He would keep in touch with her via text and have her over to his home to sleep in his bed. 

Police believe Fagan even asked the girl to help satisfy his “man needs” which resulted in various sexual acts.

The girl stated to police that Fagan would buy her gifts and take her places in an attempt to use that for sexual favors. She also accused Fagan of undressing her while she was sleeping. She says he would also wake her to perform various sexual acts and ignore her pleas to stop.

The girl confided in a friend who encouraged her to tell the police. She then told her mother and they came to the Altoona Police.

On April 18, Fagan went into the Altoona police department with documentation that he was trying to gain custody of the girl as a ‘father’ and seemed disgusted by the allegations. He went on record to say that he’s 99% sure it’s true and that he won’t call the girl a liar. He also claims that he does things in his sleep that he’s unaware of.

Fagan was taken into custody shortly after.
