Councilman accused of swearing

The Curwensville council vice-president is charged with disorderly conduct.

Police say Tommy Wingard, 67, used obscene language near his Ridge Avenue home last Saturday morning.

A neighbor says Wingard swore at her 14-year-old daughter for walking through the yard as a shortcut, so she told her to ignore him and get permission from a different neighbor.

“She comes down from her friend’s house and stays on the other guy’s property and this man has harassed her now for over a year chases her down and gets in her face,” says neighbor Missy McDonald.

Wingard says he’s a lay preacher and did not swear. He says the girl and other kids have been trespassing in his yard, which frightens his elderly mother, and he’s worried about liability.

Wingard calls the accusation “false” and plans to fight the ticket.
