Blackface started as a way for white performers to mock enslaved black people by using black paint and exaggerated red lips.
These shoes were released last summer and were available through several global retailers including Walmart and Dillard's.
Katy Perry Collections Account Director says the shoes have since been removed from the collections website and that their "intention was never to inflict any pain".
