Owner Russell Gutch has been a hair designer for the past 54 years.
 
"There's hair cutters, and that's fine.  There's nothing wrong with that, and there are hair designers,” said Gutch.  “And hair designers are a step up, a little more dedicated to the work, really taking and looking at the fabric, studying it and working with it."
 
And his resume is as impressive as the list of services he offers.  He has a ten-year National Champion Record, he’s been published in Stylist Magazine, he’s traveled the world as a consultant for Zotos International, and he’s had the opportunity to work with such renowned designers as Paul Mitchel and John Freda.
 
"I'm totally committed and dedicated to my work.  I love it. At my age, I still enjoy it,” said Gutch.  "I've had an outstanding career."
 
And one, that he says, pinnacled when he came to State College.
 
"I had the opportunity to travel all over the world, but I have to say, coming home is a delightful pleasure,” he said.
 
The Changing Times Hair Design Studio first opened its doors nearly 40 years ago, and they continue to get bigger and better with each passing year.
 
"Find a want, fill a need,” said Gutch.  “As a hair designer, it's not just designing hair.  Is it hair color? Is it perming? Is it hair replacement?  Where do people have to go to have themselves look good and feel good?"
 
The answer?  Here!  Russell and his team offer an extensive line of services to satisfy every client’s needs.
 
"Design Cuts, our colors, our highlight and low light foils, we also do creative design perms for clients, and we work with clients on manicures, pedicures, we also do eyelash extensions, which has been a really great new service for clients," said hair stylist Susie Alters.
 
But they are perhaps best known for their hair replacement services.
 
“Medical Related, female pattern, male pattern, hair loss, it’s all about trying to have a person look themselves,” said Gutch.
 
They do that, through an extensive line of hair extensions, hair pieces, full head prostheses or laser light therapy.
 
"I can get emotional over this, because, it is big,” said Gutch.  “You and I, even in hair designing, looking at a person's eyes when you're done is my reward.  I enjoy seeing the confidence and self esteem come to them.  Whether it's a man, or a woman, or a child, whoever it might be."
 
Russell is also actively involved in the Wigs for Kids program, providing wigs to children who suffer from medical-related hair loss.

"There's no charge for it.  Whether they have alopecia, burns,” said Gutch, "They come under our shelter, our wing, we adopt them in so many words, and we get them a full cap prosthesis as close to duplication as we can.  When you're done, and you see the look on their face, that's better than getting paid for me.”
 
And he aspires to see that look on each and every one of his clients as they walk out the door.
 
"If you look good, you feel good, and that's a profound statement,” he said.  "Everybody has a right to that, and I don't think hair should own you, but I think that you should be able to get up in the morning, be able to fix your hair, that is what I do, I mean, I get up, I have my breakfast in the morning, I work out, and then I'm coming in here to do battle, and I set myself up to do that."
