Altoona Police Crime Reports Down

Numbers are down, but not necessarily a good thing.
ALTOONA - Altoona Police Chief Janice Freehling says crime reports decreased in the first half of 2013, but added that's not necessarily a good thing.
 
Chief Freehling gave her annual crime report Wednesday night at the Altoona City Council meeting.
 
She says the 11% decrease in reports is due to less police on the streets due to Act 47.
 
The Altoona Police Department didn't fill four vacancies when officers retired last year.
 
"When you have less police visibility there's more opportunity and criminals will take that opportunity if he thinks he's less likely to be caught," Altoona Police Chief Janice Freehling says.
 
Chief Freehling is hopeful the numbers will return to normal soon. The department has new officers nearly ready to hit the streets.
