Police say they spotted Richard Boggs walking in the area of Logan and Hudson Avenues around 1 a.m. Thursday after motion lights were activated in the area. Boggs fled, and was found hiding behind a shed along 19th Street and Grant Avenue.
At the time of arrest, police say Boggs had gloves, several screwdrivers and flashlights on him.
Police say Boggs admitted to being a part of the vehicle break-ins.
Boggs was arraigned on charges of loitering, prowling and possessing instruments of crime.
Boggs is in the Blair County Prison on $10,000 bail. His preliminary hearing is scheduled for March 12th, and more charges are expected.
