JOHNSTOWN, CAMBRIA COUNTY – An Altoona man originally from Russia has been charged with allegedly making two destructive devices which were found by police in his Altoona apartment in January.

Vladislav Miftakhov, a permanent resident of the U.S., was charged Thursday in federal court in Johnstown with possessing and making an unregistered destructive device. Pennsylvania dropped their charges against Miftakhov in favor of the federal charges.

According to the criminal complaint, Miftakhov constructed the devices using materials he had purchased and had shipped to his apartment. The devices found in his apartment by police on January 24th qualify as destructive devices.

Miftakhov faces a maximum of 10 years in prison, a $10,000 fine or both.

Miftakhov is presumed innocent unless and until proven guilty. The investigation is continuing.
