WORTH TOWNSHIP, CENTRE COUNTY - A Worth Township man is charged with cruelty to animals after several dogs are found tied outside with no water.

State Police in Philipsburg say a 51 year-old man living along Sunnyside Hollow Road in Worth Township left the dogs without proper access to water.

Police say the dogs did have access to a shelter, but three of the dogs water bowls were frozen solid and one was empty with a chunk of ice lying on the ground beside it.

The man will be cited for summary violation of cruelty to animals.
