Dad Charged with Abuse Again

UPDATE: An 8-month old baby is safe in protective custody, and the parents are behind bars as Altoona Police continue to investigate a case of child abuse.

This is the second time in less than four months that Christopher Kelly is facing charges of child abuse. He pleaded guilty to assault earlier this year, and was serving a five-year probation when this latest incident occurred. As part of that, he wasn't allowed to be anywhere near his son.

Altoona Police say they found the baby with multiple bruises and a broken femur.

The child's mother, Amber McBride, is also facing charges of endangering the welfare of her child. Police say she knew of Kelly's probation, but let him babysit the child.

Lt. Jeff Pratt of the Altoona Police Department is calling this a case where the justice system failed.

"I'm not attempting to asses blame on any one particular agency, but I think when it comes to protecting the most vulnerable members of our society, that being infants and children, that the criminal justice system as a whole needs to do a much better job."

Lt. Pratt added that McBride is facing additional charges of assault after confessing that she abused the baby at times, too.

Neighbors said they had no idea all this was going on because the couple kept to themselves.


ALTOONA, BLAIR COUNTY - Just 4 months after his arrest for abusing his child, and a later guilty plea in the case, an Altoona man is back in prison.  This time he is accused of breaking the infant's leg. 

Christopher Kelly was arrested on November 29, 2013.  Online court records show he made a plea deal with prosecutors in January.    The most serious charge of aggravated assault was dropped and he was ordered to serve probation. 
He pleaded guilty to two of the charges including simple assault and recklessly endangering another person.

That case revolves around the same 8 month old.  The baby was only 4 months old at that time.

Then just Wednesday, Kelly was arrested again at a Washington Avenue home, facing many of the same charges, including endangering the welfare of a child and aggravated assault.  He wasn't allowed to be around the boy as part of his probation.  

The child's mom, Amber McBride, was also arrested Wednesday.  She faces many of the same charges as Kelly.  Police said she left the baby with Kelly and never reported the injuries.  Police said the baby had a broken femur for about a week before it was discovered by authorities.
