ALTOONA, BLAIR COUNTY -- Changes could be coming to distressed municipalities across the state if a bill in the state legislature moves forward.
State senator John Eichelberger is behind the legislation and says it will bring big changes to Act 47 cities like Altoona and Johnstown. It gives those cities the ability to levy some higher taxes, but it will force all cities in Act 47 to come up with a five year plan to get them out of a distressed state.
Sen. John Eichelberger, (R) - 30th District, said, "There's big options available to them and they don't want to do. And they're not popular so they just put off those decisions and they just linger forever into this perpetual state of Act 47, and that was never meant to be like that."
The bill would allow municipalities to get one three year extension.  Senator Eichelberger hopes the bill forces these cities to make tough decisions.
