PHILADELPHIA - Open enrollment for the Affordable Care Act doesn't start again until November 15, but thousands of Pennsylvanians may be able to sign up before then. A new report shows that more than 61,000 state residents may be eligible to enroll in the Health Insurance Marketplace before it officially opens for business again.

The Enroll America report assesses the number of uninsured in Pennsylvania who will experience a qualifying life event such as moving, getting married, giving birth, or gaining citizenship. That triggers a special enrollment period, and makes them able to enroll in health insurance before November.

Moving is the most common event that may qualify an uninsured person for special enrollment in Pennsylvania. The report estimates that about 40,000 residents fit that category.
