In Philadelphia, which has the largest caseload, the number of lawsuits declined by around 68 percent. The drop is attributed to rule changes that require lawyers to get a certificate of merit from a medical expert and that mandate that suits be brought in the county where the alleged malpractice occurred.
Slightly more than 77 percent of the jury verdicts in 2013 were for the defense. Two of the five non jury verdicts in 2013 were for the defense.
