HARRISBURG - Groups that wanted to see Pennsylvania expand Medicaid say federal approval of Governor Corbett's Healthy Pennsylvania Plan means many low-income working families won't be able to afford coverage. Members of the Pennsylvania Health Action Network spoke out on Friday.  They say Healthy Pennsylvania will also limit access to critical health services.

The plan will requires recipients to continue contributing copays.  Also, people with incomes greater than 100 percent of the  poverty level will begin paying a premium in the second year of the plan.

It will also offer incentives for recipients to search for work, but does not include the governor's original requirement that recipients look for work.

Enrollment for Healthy Pa will start on December 1.
